โครงการนี้มีวัตถุประสงค์เพื่อจัดหาชุดน้ำยาตรวจวิเคราะห์ชนิดและปริมาณฮีโมโกลบิน (Hb Typing) จำนวน 6,500 เทสต์ เพื่อใช้ในงานเทคนิคการแพทย์ของโรงพยาบาลภูมิพลอดุลยเดช โดยน้ำยาต้องสามารถแยกชนิดฮีโมโกลบินปกติ (Hb A, Hb F, Hb A2) และฮีโมโกลบินผิดปกติที่สำคัญได้ชัดเจน ผู้ชนะการประกวดราคาจะต้องจัดหาเครื่องวิเคราะห์อัตโนมัติอย่างน้อย 1 เครื่อง ที่ทำงานด้วยหลักการ Capillary Electrophoresis หรือ HPLC ซึ่งมีความสามารถในการตรวจวิเคราะห์ทั้ง Hemoglobin และ Protein electrophoresis รวมถึง Hb A1C และ CDT

เครื่องวิเคราะห์ต้องมีประสิทธิภาพสูง รองรับการโหลดตัวอย่างต่อเนื่องได้มากกว่า 100 ตัวอย่าง และมีอัตราการทดสอบ (Throughput) ที่รวดเร็ว นอกจากนี้ ผู้ขายต้องรับผิดชอบการติดตั้งระบบคอมพิวเตอร์ อุปกรณ์สำรองไฟ เครื่องพิมพ์ และการเชื่อมต่อกับระบบสารสนเทศโรงพยาบาล (LIS) โดยไม่มีค่าใช้จ่ายเพิ่มเติม เงื่อนไขการเสนอราคาเป็นแบบราคาต่อการทดสอบ (Price per test) ที่รวมค่าวัสดุสิ้นเปลือง วัสดุสอบเทียบ และสารควบคุมคุณภาพทั้งหมด รวมถึงการสนับสนุนการประเมินคุณภาพจากองค์กรภายนอกอย่างน้อย 2 แห่ง ตลอดอายุสัญญา เพื่อให้มั่นใจในความแม่นยำและมาตรฐานของการตรวจวิเคราะห์

This project involves the procurement of 6,500 tests of reagents for analyzing the types and quantities of hemoglobin (Hb Typing). The successful bidder is required to provide at least one automated analyzer utilizing either Capillary Electrophoresis or HPLC principles. The system must accurately identify normal hemoglobins (Hb A, Hb F, Hb A2) and abnormal variants such as Hb S, C, E, D, and Hb CS, presenting results in both graphical and percentage formats. The scope includes the provision of a computer system, UPS, printer, and full integration with the hospital’s Laboratory Information System (LIS). Bidders must propose a price-per-test model that encompasses all necessary consumables, calibrators, and quality control materials. Additionally, the provider must support external quality assessment (EQA) from at least two institutions throughout the contract period and ensure technical maintenance within 24 hours of notification.
