เงินทุนหมุนเวียนค่าเครื่องจักรกล กรมทางหลวง มีความประสงค์จะจัดจ้างบำรุงรักษาและซ่อมแซมแก้ไข ระบบสารสนเทศบริหารเครื่องจักรกลและการเงินการบัญชีเพื่อการบริหารจัดการ ซึ่งเป็นระบบงานที่ได้พัฒนานำมาใช้งานตั้งแต่ปี พ.ศ. 2547 ถึง 2555 รวมทั้งสิ้น 19 ระบบงาน (20 โปรแกรม) มีลักษณะการทำงานแบบออนไลน์เชื่อมโยงข้อมูลระหว่างหน่วยงานส่วนกลางและส่วนภูมิภาค (สำนักงานทางหลวง, แขวงทางหลวง, ศูนย์สร้างทาง และศูนย์สร้างและบูรณะสะพาน)

โครงการนี้มีวัตถุประสงค์หลักเพื่อบำรุงรักษาและแก้ไขข้อผิดพลาดของระบบงาน ครอบคลุมตั้งแต่การบริหารเครื่องจักรกล (การจัดซื้อ เช่าใช้ บำรุงรักษา ซ่อมแซม จำหน่าย พัสดุ) ระบบการเงินการบัญชี (งบประมาณ เบิกจ่าย รายได้ สินทรัพย์ บัญชีแยกประเภท) และระบบสารสนเทศสถิติสำหรับผู้บริหาร รวมทั้งการดูแล ตรวจสอบ และวิเคราะห์ระบบฐานข้อมูล Oracle ให้มีความถูกต้อง สมบูรณ์ และพร้อมใช้งานตลอดเวลา

ผู้ยื่นข้อเสนอจะต้องเป็นนิติบุคคลที่มีทุนจดทะเบียนไม่ต่ำกว่า 10 ล้านบาท มีผลงานประเภทเดียวกันไม่น้อยกว่า 2 ล้านบาท และต้องจัดหาบุคลากรที่มีความเชี่ยวชาญเฉพาะด้าน ได้แก่ นักวิเคราะห์ระบบ (SA), นักพัฒนาระบบ (Developer) และนักทดสอบระบบ (QC) รวมไม่น้อยกว่า 5 คน เข้าปฏิบัติงานตลอดระยะเวลาสัญญา 8 เดือน โดยจะประเมินผู้ชนะด้วยเกณฑ์ประสิทธิภาพต่อราคา (Price Performance: ราคา 40%, เทคนิคและคุณสมบัติ 60%)

The Machinery Revolving Fund, Department of Highways, seeks to procure maintenance and repair services for its Machinery and Financial Management Information System. Developed between 2004 and 2012, the system comprises 19 core sub-systems (20 programs) operating online across headquarters and regional units (Highway Offices, Highway Districts, Construction Centers, and Bridge Construction Centers).

The primary objective is to ensure continuous, efficient, and accurate operations across all machinery management modules (procurement, rental, maintenance, repair, disposal, inventory) and financial accounting modules (budgeting, disbursements, revenue, assets, general ledger, and executive dashboard). The contractor will be responsible for system error corrections, Oracle database performance tuning, ad-hoc report generation, and full technical documentation updates over an 8-month contract period (4 delivery installments) with a budget of 4,960,000.00 THB.

Eligible bidders must be registered legal entities with a minimum paid-up capital of 10 million THB, proven past project experience of at least 2 million THB, and must assign key personnel including System Analysts, Developers, and Quality Control Engineers. Selection is based on the Price Performance evaluation method (40% Price, 60% Technical/Quality).
