โครงการนี้เป็นการจ้างบริการควบคุมการจ่ายไฟฟ้าแรงสูงระบบ 115 kV และ 22 kV พร้อมตรวจสอบบำรุงรักษาสถานีไฟฟ้าย่อยระบบ 22 kV ภายในท่าเรือแหลมฉบัง ซึ่งมีพื้นที่กว่า 6,300 ไร่ มีสถานีไฟฟ้าแรงดัน 115 kV จำนวน 1 สถานี และระดับ 22 kV จำนวน 7 สถานี มี RMU มากกว่า 10 แห่ง หม้อแปลงไฟฟ้ามากกว่า 200 เครื่อง และสายไฟฟ้ากว่า 90% เป็นระบบใต้ดิน

วัตถุประสงค์หลักเพื่อสร้างเสถียรภาพในการจ่ายกระแสไฟฟ้าให้ผู้ประกอบการท่าเทียบเรือและผู้เช่าพื้นที่ สร้างความปลอดภัยในการใช้งานระบบไฟฟ้า และลดปัญหาการร้องเรียนเรื่องไฟฟ้าดับเป็นเวลานาน

ขอบเขตงานประกอบด้วย: การควบคุมการจ่ายไฟฟ้าแรงสูง การจดบันทึกและวิเคราะห์การใช้ไฟฟ้ารายวัน/รายเดือน การตรวจสอบบำรุงรักษาอุปกรณ์ไฟฟ้าแรงสูงปีละ 2 ครั้ง (GCB, CT/VT, หม้อแปลง 50 MVA, Relay, RMU, Switchgear ฯลฯ) การแก้ไขปัญหาฉุกเฉิน และการจัดทำรายงานประจำเดือน

ผู้รับจ้างต้องจัดหาบุคลากร: วิศวกรไฟฟ้าสาขาไฟฟ้ากำลังระดับสามัญ/วุฒิ 1 คน (ประสบการณ์ 115 kV ไม่น้อยกว่า 2 ปี) วิศวกรภาคี 1 คน (ประสบการณ์ไม่น้อยกว่า 1 ปี) และช่างเทคนิคไฟฟ้าเข้าเวรตลอด 24 ชั่วโมง อย่างน้อยผลัดละ 2 คน

ระยะเวลาดำเนินการ 12 เดือน (1 ต.ค. 2569 – 30 ก.ย. 2570) วงเงินงบประมาณ 8,632,200 บาท รวม VAT การจ่ายเงิน 12 งวดเท่าๆ กัน

The Port Authority of Thailand (PAT) seeks to procure services for high-voltage electricity control (115 kV and 22 kV systems) and preventive maintenance of 22 kV substations at Laem Chabang Port. The port covers over 6,300 rai across Phases 1 and 2, comprising 1 substation at 115 kV level, 7 substations at 22 kV level, more than 10 RMUs, over 200 transformers, and over 90% underground cable infrastructure.

Key objectives include ensuring stable power supply to terminal operators and tenants, maintaining safety in the electrical system, and reducing prolonged power outage complaints.

The scope encompasses: high-voltage power distribution control, daily/monthly electricity usage recording and analysis, biannual inspection and maintenance of high-voltage equipment (including GCB, CT/VT, 50 MVA transformers, protection relays, RMUs, switchgear), emergency problem resolution, and monthly reporting.

Required personnel: 1 senior/principal electrical engineer (minimum 2 years 115 kV substation experience), 1 associate engineer (minimum 1 year experience), and electrical technicians providing 24-hour shift coverage with minimum 2 persons per shift.

Contract duration is 12 months (October 1, 2026 – September 30, 2027) with a budget of THB 8,632,200 including VAT, paid in 12 equal installments.
